Continuum of Care Oversight and Accountability Act of 2026

DO GOOD team in front of the Felicitas and Gonzalo Mendez United States Courthouse in Los Angeles

Model federal legislation prepared for the United States Congress by DO GOOD International, KWF Inc. and Relief Alliance. Representative: Dr. Kridikel R. TruthBey Desir, Continuum of Care Director and Policy Analyst, DO GOOD International.

The proposal would establish an independent oversight committee within each Continuum of Care, while preserving the enforcement authority of HUD, the HUD Office of Inspector General, the Government Accountability Office and the Department of Justice.

    • 11-member independent committees, including 4 people with lived experience
    • Review of funding, project ranking, contracts and conflicts of interest
    • Confidential, multilingual concern reporting with protection from retaliation
    • HMIS privacy, security and fair access for small and grassroots organizations
    • Capacity-building grants, at least 40% for smaller organizations
    • Proposed authorization of $75 million per year, fiscal years 2027–2031

Drafting status: this is model legislation. It has not been introduced or enacted and should receive final review by House or Senate Legislative Counsel before introduction.
